Bylaw Enforcement Officer
Posted: 03/23/2025The Town of Oliver, known as Canada’s Wine Capital, is home to 5,094 residents located between Osoyoos and Penticton, is currently recruiting for a temporary Bylaw Enforcement Officer from mid- May until the end of August 2025. Reporting to the Bylaw Enforcement Supervisor, you will be responsible for performing inspectional, regulatory and investigational work in support of the enforcement of Town Bylaws. This position will also be responsible for assisting with the enforcement of the Town’s Animal Control Bylaw, including impounding and caring for animals and maintenance of the Town Dog Pound.
Key Job Duties/Functions- The duties of a Bylaw Officer as set out in the Community Charter
- Under the direction of the Bylaw Enforcement Supervisor, enforces a variety of Town Bylaws including Traffic, Good Neighbour, Parks, Animal Control, Business Licence, Zoning, etc.
- Contact towing companies for the removal of illegally parked vehicles
- Respond to variety of calls, enquiries, and complaints
- Inspect and make recommendations on unsightly properties
- Patrol various parks and other public spaces
- Explain and educate bylaw violators of the nature of the bylaw offence, and actively seeks to resolve disputes or infractions informally in order to gain voluntary compliance
- Impound dogs and assist in tending to the animals
- Issue Bylaw Offence Notices and Municipal Ticket Information Systems
- Attend court to provide evidence supporting tickets
- Assuming the role of the Bylaw Enforcement supervisor in their absence, when required
Required Qualifications- Thorough knowledge of all Town Bylaws, related legislation and regulations, other municipal bylaws, and the Community Charter
- Knowledge of court and adjudication procedures, rules of evidence and investigational techniques
- Ability to deal with confidential and sensitive information with a high degree of discretion and impartiality
- Knowledge and experience in writing offence tickets
- Reasonable knowledge of property legal description system
- Ability to work both independently and interdependently while exercising sound judgement and initiative
- Reasonable knowledge of office administration procedure and computer software
- Excellent analytical and report writing skills
- Communicate effectively both orally and in writing
- Understand and effectively carry out oral and written instructions
- Ability to work safely and in compliance with the Town’s Health and Safety Policy, WorkSafe BC and other related health and safety regulations
- Excellent interpersonal, communication skills and the ability to provide effective customer service
- Strong research and analytical skills when gathering evidence and information
- Excellent time management and organization skills
- Thorough knowledge of business English, basic arithmetic and modern office practices and procedures
- Work effectively and cooperatively maintaining good working relations with other departments, agencies and levels of government
Minimum Training and Experience Required- Six months enforcement related experience
- Experience in community outreach and engagement, social work/welfare
- Training and experience in dealing with difficult and angry people in an enforcement context
- Problem solving, mediation and conflict resolution training and experience
- Proven experience, thorough knowledge and the ability to demonstrate the principles, methods and equipment used in the capture, care, handling and safe transportation of injured, vicious, or stray animals
- Able to pass and maintain an RCMP vulnerable persons check
Required Licences, Certificates, and Registrations- Grade 12 or equivalent
- Bylaw Compliance, Enforcement and Investigation Skills Certificate Program Level 1
- Certificate in Animal Control Basic Training from a recognized institution
- Valid BC Driver’s License
- First Aid
- WHMIS
- May be requested to obtain additional certification
Working Conditions- Walking and Bicycle patrols
- Must be able to meet the physical demands of the position
- Ability to deal with angry and aggressive people
- Inside and outside work dealing with the public
- May have to work in adverse weather conditions including extreme heat
- May be required to work split shifts or shift work. May involve call outs on weekends
- Exposures to variety of dog types and may require dealing with aggressive animals
- Must often work in strained circumstances
This is an exempt position that offers a competitive hourly wage ($29.00 - $31.00 per hour based on experience and qualifications) + 14% in lieu of benefits and holidays. Irregular work hours (evenings and weekends) and call-outs will be required.
